Jumping the Gun

I wonder what JFK meant when he uttered the following line during the Cuban Missile Crisis;

'The thing has begun. Why doesn't someone gets the word and jumps the gun'

Could it (if applied) offset the chance of a major terror attack?

Could it (if applied) provide the solution aka preemptive strike?
